As a successful local NGO, the Center has an interest in the development of an active and vibrant civil society in China.
The Center therefore also devotes some its efforts towards strengthening its network and building the capacity of other grassroots Chinese organizations. The Center focuses on building positive and productive relationships with relevant government bodies, legal aid organizations, trade unions, bar associations, research institutions and non-government organizations. The Center participates in many events and activities promoting labor rights in collaboration with these stakeholders. For example, the Center participated in the reform of the Work-related Injury Insurance Regulations organized by the Legislative Affairs Office of the State Council and the Ministry of Human Resources and Social Security, and contributed to the amendment of the Code of Occupational Disease Prevention of the PRC, led by the National People's Congress and the Ministry of Health. Moreover, the Center was involved in the approval of the training textbooks about labor force transfer commissioned by the State Council's Leading Group Office of Poverty Alleviation and Development ('').The Center is the first NGO to have signed an agreement with the Beijing Federation of Trade Union and collaborated with them to provide legal aid. The Center works with the Chinese trade union federations to inform workers of their rights through question and answer sessions and on the telephone helpline.
The Center has built good relationships with local universities, assisting in training the students who run the university legal aid centers and accepting student placements at the Center. The Center encourages university students, particularly those studying law, to participate in public service by volunteering at the Center.
Similarly, the Center is currently hosting a volunteer from the Australian Youth Ambassador for Development program as part of its international networking. The Center regularly participates in international forums on labor rights, such as the Canadian Bar Association's Canada-China Legal Aid and Community Legal Services Project and the China-Europa Forum.
